Abstract

This article examines the structural and contextual factors that influence the entrepreneurial intention of property owners in the village of La Pola in the municipality of Circasia, Quindío, Colombia. The study is based on the premise that the intention to start a business cannot be understood solely through psychological models such as Ajzen's Theory of Planned Behavior. In rural contexts, variables such as the economic environment, public policies, infrastructure, access to technology, tourism, culture, and fiscal and accounting aspects also influence the decision to undertake entrepreneurial activities. The methodology is a structured bibliographic review aimed at identifying relevant variables that help explain both the barriers rural property owners face and incentives that encourage entrepreneurship. Furthermore, the article seeks to build an analytical framework that serves as a foundation for designing future data collection instruments. The article presents nine groups of variables identified in the scientific, institutional and technical literature, associated with either barriers or incentives for entrepreneurship and distinguishes between opportunity-driven and necessity-driven entrepreneurship. The conclusions indicate that the interactions of these factors, in a heritage and tourism-oriented setting such as La Pola calls for comprehensive approaches and context-specific public policies that promote development strategies aligned with local realities.
